New rules for submarine parts
The U.S. Navy released new technical requirements on August 11 designed to rapidly expand metallic 3D printing across its submarine enterprise. The policy, recorded as PPD 802-8436658, replaces the old part-by-part, machine-by-machine engineering review process with a single streamlined approval pathway. That matters because getting a 3D printed part certified has historically taken longer than manufacturing it.
The push is tied directly to the Navy's "1+2" production target: one Columbia-class and two Virginia-class submarines per year, plus ongoing fleet sustainment. Additive manufacturing is positioned as a force multiplier. The Navy wants 3D printing to fill gaps when suppliers go out of business, when parts become obsolete, or when long lead times threaten delivery schedules.
Money already flowing
This isn't just paperwork. The Navy's Maritime Industrial Base Program funded General Dynamics Electric Boat last September to set up large-scale metal 3D printing at Lincoln Electric, citing material availability as the top cause of submarine construction delays. In its first year, the MIB Program backed 169 supplier projects worth $648 million. Additively manufactured submarine parts also moved through the Defense Logistics Agency's standard supply system for the first time.
The new requirements sit alongside a broader defense-wide effort. The Defense Logistics Agency's FY2026 budget funds the Joint Additive Manufacturing Acceptability program, which aims to unify qualification standards across all military branches. America Makes also launched a funding call targeting the same certification bottlenecks: excessive testing, inconsistent machine standards, and rigid processing rules.
What changes on the ground
For submarine builders, the practical effect is fewer administrative delays when they need to swap a conventional manufactured part for a 3D printed equivalent. The Navy is essentially treating additive manufacturing as a standard sourcing option rather than an exception that requires special approval. If the program works as intended, spare parts for existing submarines could arrive faster, and new construction timelines could tighten.
The broader message is that military adoption of 3D printing is shifting from pilot programs to institutional policy. The Navy's move doesn't guarantee every part will move to additive any time soon, but it removes one of the biggest structural barriers to scaling metal 3D printing in a high-stakes manufacturing environment.
